"WHO 결정은 명백한 증거 없는 행위" 전 세계 게임산업단체 성명서 공개

세계보건기구(WHO)가 세계보건기구총회를 통해 '게임 이용 장애(Gaming Disorder)'를 '국제질병분류 11차 개정안(ICD-11)'에 질병 코드로 등재한 가운데, 한국의 한국게임산업협회를 비롯한 유럽, 미국, 캐나다, 호주, 뉴질랜드, 남아공, 브라질 등 전 세계의 게임산업협단체가 WHO에 해당 결정을 재고해 줄 것을 요청하는 성명서를 발표했다.

 

성명서에 따르면, '게임 이용 장애'를 질병 코드로 등재하는 것에 대해 의학계 및 전문가들 사이에 논쟁이 있으며 세계보건기구의 이 같은 결정은 학계의 충분한 동의 없이 도달한 결론이다. 특히 '게임 이용 장애'가 질병 코드로 등재 됨에 따라 다양한 연구 과학 분야에서 주도적인 역할을 수행하는 인터랙티브엔터테인먼트 산업(게임산업)이 치명적인 타격을 입을 수 있으며 실질적으로 도움이 필요한 사람에게 위해를 가져올 수 있다며 세계보건기구의 결정을 철회할 것을 요청했다.

 

한국게임산업협회는 성명서를 통해 "국제 사회에서 차지하는 위상과 영향력을 고려했을 때 WHO에서 논의되고 결정되는 지침들은 정기적이며 투명한 검토를 기반으로 해야 한다"라고 말했다.

전 세계 게임산업협단체 – 유럽, 미국, 캐나다, 호주, 뉴질랜드, 한국, 남아공, 브라질 대표 포함 – 는 세계보건기구(WHO) 회원국들에 국제질병분류 11차 개정안(ICD-11)에 ‘게임이용장애’를 포함하는 결정을 재고해 줄 것을 촉구한다.


국제 사회에서 차지하는 위상과 영향력을 고려했을 때 WHO에서 논의되고 결정되는 지침들은 독립된 전문가들이 뒷받침하는 정기적이며 포괄적이고 투명한 검토가 기반이 돼야 한다. ‘게임이용장애’는 WHO의 ICD-11에 포함될 만큼 명백한 증거를 기반으로 하고 있지 않다.

 

전 세계 게임산업협단체 성명서:
“게임이용장애 질병 코드 등재에 대해 의학계 및 전문가들 간에도 상당한 논쟁이 있다. 전 세계 게임산업협단체들은 WHO가 학계의 동의 없이 결론에 도달한 것에 대해 우려하고 있다. 이번 조치는 막대한 영향력을 가진 결과가 되거나 의도치 않은 결과가 될 수도 있으며, 실질적으로 도움이 필요한 사람들에게 위해를 가져올 수도 있다.”


“전 세계 게임업계는 각종 정보 및 도구를 제공함으로써 건전한 게임 이용을 장려하고 있다. 이를 통해 전 세계 수십억 명의 게임 이용자들이 건강하게 게임을 즐기고 일상을 풍요롭게 할 수 있도록 지원한다. 안전하고 합리적인 게임 이용은 우리 삶에 좋은 영향을 미치는 다른 가치들과 동일하게 절제와 올바른 균형을 찾는 것이 중요하다.”


인터랙티브엔터테인먼트 산업(게임산업)은 VR, AR, 인공지능, 빅데이터 분석 등 첨단 기술 개발에 주도적인 역할을 수행하고 있다. 이는 정신 건강, 치매, 암, 기타 다양한 분야까지 연구 과학 분야에서 중요한 의미를 갖는다. 또한 게임산업은 이용자들이 가장 안전한 환경에서 게임을 즐길 수 있도록 적절한 교육 정책 등을 포함해 세계적인 수준의 소비자 보호 도구를 제공하고 있다. 

 

The global video game industry—including representatives from across Europe, the United States, Canada, Australia, New Zealand, South Korea, South Africa, and Brazil—today called on World Health Organization (WHO) Member States to rethink their decision to include “Gaming Disorder” in the 11th edition of the International Classification of Diseases (ICD-11).   


The WHO is an esteemed organization and its guidance needs to be based on regular, inclusive, and transparent reviews backed by independent experts. ‘Gaming disorder’ is not based on sufficiently robust evidence to justify inclusion in one of the WHO’s most important norm-setting tools. 


Statement from Global Video Game Industry Associations
“There is significant debate among medical and professionals about today’s WHO action. We are concerned they reached their conclusion without the consensus of the academic community. The consequences of today’s action could be far-reaching, unintended, and to the detriment of those in need of genuine help.


“We encourage and support healthy game play by providing information and tools, such as parental controls, that empower billions of people around the world to manage their play to ensure it remains enjoyable and enriching. As with all good things in life, moderation is key and that finding the right balance is an essential part of safe and sensible play.”


The interactive entertainment industry plays a leading role in the development of emerging technologies, including virtual reality, augmented reality, artificial intelligence and big data analysis. It is significant in advancing in research science across many fields ranging from mental health, dementia, cancer, and pioneer advances in accessibility. At the same time, the industry developed world-class consumer protection tools including parental controls and responsible game-education initiatives to ensure the players are able to engage in the safest environments.
